Tom Farley

Managing Partner

Tom Farley is the managing partner at Cornerstone Public Affairs.  Tom has more than 25 years of experience in lobbying, government affairs consulting strategic planning, campaign management and non-profit administration, in both the private and public sectors.  Prior to Cornerstone Public Affairs, Tom co-founded Willetta Partners and served as the government affairs firm’s President, and previously was the CEO and chief lobbyist for the Arizona Association of Realtors (AAR) – the largest trade association in Arizona.  He also ran the state’s largest and most successful political action committee (PAC) and still manages several Independent Expenditure PACs.  Prior to leading the functions of AAR, he ran a sole proprietorship lobbying firm, Farley Public Affairs Group – whose clients ranged from commercial real estate to the Department of Liquor to Phoenix International Raceway to the Arizona Auto Dealer Association.

 

During Tom’s tenure with AAR, his duties as chief lobbyist included managing, advocating, developing and implementing the various public policy efforts of the association at all levels of government as well as ballot initiatives.  Those public policy measures covered many areas such as economic development, finance, energy, transportation, land use and water law.

 

Since 2013, Tom’s professional engagement has been in representing the policy interests of various private and public entities within the halls of government in Arizona.  Such entities include Apple Inc, Arizona State University, the five largest hospital systems in Arizona, tribal governments, liquor wholesalers, and pharmaceutical companies to name a few. He has been named by his peers as a power broker, top lobbyist and the toughest lobbyist to go against at the Arizona Legislature.

 

Tom has been appointed to several state commissions and committees on issues of land use, water, taxation and regulation.  He is a member or has previously sat on the board of directors of several organizations including the Arizona Chamber of Commerce, Greater Phoenix Chamber of Commerce,  and the Arizona Tax Research Association.

 

In his spare time, Tom likes to restore old trucks, fish, hunt and spend time with family.

Jeremy Browning

Jeremy Browning is a founding partner at Cornerstone Public Affairs. Jeremy has over fifteen years of experience at the Arizona State Legislature representing Fortune 500 companies, small businesses and associations in the healthcare, natural resources, housing, transportation, energy, and information technology sectors.

 

Jeremy has been involved in many of the high profile lobbying and advocacy efforts at the Arizona Capitol and was nominated for the 2020 "Breakdown Breakouts" by the Arizona Capitol Times, and as “Best Male Lobbyist Under 40” by his colleagues for the Best of the Capitol Awards.

 

Jeremy graduated Summa Cum Laude from Arizona State University with a Bachelor of Science in Political Science and a Minor in History. Jeremy began his political career at ASU as a Capitol Scholar, where he was invited to intern in Washington DC at the House of Representatives for an Ohio Congressman.  Jeremy resides in the City of Tempe and is an active participant in local advisory commissions, previously serving eight years on the Transportation Commission.

 

In his spare time Jeremy enjoys his family time, diving, mountain biking, hiking and following Arizona and ASU sports.

Chad Guzman

Chad Guzman is a founding partner at Cornerstone Public Affairs.  Chad has over a decade of in-house corporate government relations experience at the senior management level in the United States' most heavily regulated industries. As the Director of Government Relations for EPCOR from 2019-2022, Chad managed a multi-state government affairs portfolio and served as the company's chief lobbyist. Among the largest private water utilities in the Southwest, EPCOR builds and operates water, wastewater and natural gas infrastructure across Arizona, New Mexico and Texas. Chad also represented Arizona's largest and longest-serving electric company, Arizona Public Service, from 2011-2019.

 

Chad was born and raised in Phoenix, Arizona where he attended Phoenix Christian High School and received a B.A. in Political Science from Arizona State University. Chad has twice been recognized as Arizona’s best lobbyist under 40 at the Arizona Capitol Times’ annual “Best of the Capitol” awards. Additionally, Chad has served on numerous local and national Boards of Directors – most recently at the Greater Phoenix Chamber, WESTMARC, and as Vice President of the Utilities State Government Organization. Chad also currently serves on the Phoenix Art Museum’s Men’s Arts Council.

Brian Murray

Brian Murray is a founding partner at Cornerstone Public Affairs. Brian has over 24 years of legislative experience. Brian worked on Capitol Hill for multiple members, including his last roll as Chief of Staff to a member of the U.S. House of Representatives. He served as District Director for another Arizona Congressmen. Brian also worked in the U.S. Senate as a staff member on the Senate Subcommittee on Science, Technology and Space. During Brian’s Congressional tenure he had a primary focus on appropriations requests and tribal relations.

 

Brian also has extensive political experience, he is the former Executive Director of the Arizona Republican Party, a staff member on Steve Forbes campaign for President in Iowa, and has worked on numerous statewide, congressional and independent expenditure committees.

 

Brian resides in Phoenix and is married to Ashley a Kindergarten Teacher, and together they have three amazing children.

Berenice Bautista

Berenice Bautista is from Mohave County and graduated with her B.A. International Affairs Degree from Northern Arizona University. Miss Bautista has a diverse working background in politics from campaigns to government affairs work. Prior to joining our team, Miss Bautista worked at the lobbying firm Willetta Partners, Inc as a Government Affairs Associate and prior to that in Governor Ducey’s Office as a Liaison to help constituents maintain relationships with state and local agencies and ensure responsiveness to their issues and concerns. She also monitored new Executive Orders and bills to keep the public and state agencies up-to-date.

Miss Bautista interned at Congressman Tom O’Halleran’s office where she did research and community outreach. Additionally, Miss Bautista is an experienced case manager in child welfare, and has worked with the Department of Child Safety and Southwest Key Programs.

Anna Salas

Anna Salas, an Arizona State University alumna, graduated Summa Cum Laude with a BS in Public Service & Public Policy in 2020. Her outstanding academic record included receiving the Outstanding Undergraduate Award for the School of Public Affairs. 

 

Complementing her undergraduate degree, Anna completed a Masters in Public Administration, specializing in Public Finance, at ASU in 2021. Her career in lobbying started at Summit Consulting Group under mentor Brian Murray. 

 

Before joining Cornerstone Public Affairs, Anna served as a Government Relations Specialist at Thrive Services Group, focusing on non-profits, adult education, and housing. During college, she interned at the Arizona Commerce Authority, aiding start-ups and supporting small businesses during the pandemic. Additionally, Anna served as a MCLEAPS intern at the Maricopa County School Superintendent's Office, showcasing further her commitment to serve Arizonans.
